According to charge papers, Sullivan claimed to be an activist and journalist who videotaped demonstrations and riots, but he also stated that he has no press credentials and that the inquiry has not discovered any relationship between Sullivan and any journalistic groups.

In 1995, John Earle Stafford was born in Stafford, Virginia. He was reared in Salt Lake City, Utah, by his adopted family, who were highly orthodox and Mormon. He appeared in an Uber commercial in 2016 about his preparation to be an Olympic speedskater, however he was unable to compete in the Winter Olympics due to an injury. Later, he created Insurgence Media as a social justice activist group, and he faced criminal charges for a Black Lives Matter event he conducted during the George Floyd protests in June 2020. On January 6, 2021, he took part in the Capitol storming, claiming to be there to chronicle history, but he was also found inciting the other insurrectionists to burst into the building; he stated that he did so to fit in. He was arrested on 7 January 2021 in connection with the Capitol storming, despite his claims that he had not advocated damage or violence and was only a journalist. On January 13, the FBI detained him with an affidavit denying he was a journalist and charged him with three offenses. Gallery
